It's been over a month since Kirin Tor Emissary has spawned. Can we admit it's broken now?

I know Blizzard said it was intended that it spawn less often but either it was made too infrequent or it's bugged and just not spawning at all. 7.1 dropped on October 24th and it's now November 25th. Over 30 days and not a single Kirin Tor daily!It seems to be the ongoing theme this expansion that something breaks, players notice, Blizzard says it isn't broken, and then when everyone notices it -is- broken, Blizzard finally fixes it. I think the Kirin Tor Emissary is at that point!I just want my floating Khadgar head. Please fix the emissary dailies, Blizzard.
